Carlos Espinoza-Toro is the Small Business Director at JPNDC and Innovator at CJET Consulting. As a planner and an architect, Carlos has more than 10 years of experience providing high quality bilingual technical assistance to small business owners, start-ups, research partnership and nonprofits.
